Phuong has extensive experience representing service providers and equipment manufacturers on domestic and international communications matters, including FCC licensing, regulatory compliance and policymaking, transactions, and litigation.  With more than 20 years of experience in communications law, Phuong’s practice focuses on FCC licensing and regulatory issues affecting satellite and wireless carriers, equipment manufacturers, and new technology providers.  Phuong began his career as a junior law firm associate working on new licensing and regulations to permit commercial deployment of a first-of-its-kind non-geostationary, fixed satellite system.  Since then, Phuong has continued to represent all types of satellite and earth station service providers and manufacturers before the FCC, and has been instrumental in securing licensing and regulatory relief for new satellite operations, including fixed, mobile, broadcast, and broadband satellite.
