Frank Krogh’s practice focuses on the regulatory concerns of telecommunications common carriers and other service providers, including policy rulemaking proceedings, complaint cases, and other enforcement matters, before the FCC and state regulatory commissions, as well as related telecommunications industry issues. Wireless and other common carrier clients rely on his analyses and advocacy regarding current high-profile regulatory issues, including universal service and intercarrier compensation reform matters. Mr. Krogh was instrumental in obtaining the first FCC order converting a wireline carrier to a more flexible type of regulation, creating a precedent that has been utilized by other carriers in similar circumstances.
Mr. Krogh has served in senior regulatory positions at MCI WorldCom, Inc., and its predecessor companies, where he was responsible for the development and execution of company policy on a wide variety of domestic and international regulatory issues before the FCC and other policymaking and judicial fora. He also handled numerous formal complaint cases at the FCC and successfully briefed and argued appeals that overturned FCC orders in the United States Courts of Appeals.
