Philip J. Roselli has been practicing telecommunications law with an emphasis on administrative litigation – in both private practice and the corporate sector -- since 1997.  His practice focuses on telecommunications issues before state regulatory commissions and in federal court. Mr. Roselli also has significant experience with litigation matters involving intercarrier compensation disputes, as well as a variety of right-of-way/Section 253 matters. He has also represented clients in several interconnection arbitrations proceedings before state commissions. His broader regulatory litigation experience includes transportation and energy issues.

Earlier in his career, Mr. Roselli joined the state regulatory group of US WEST Communications. He advanced to an Associate General Counsel position at Qwest, the successor to US WEST, where he headed a group of attorneys responsible for all of the company's general regulatory matters, such as network regulatory and regulatory compliance issues. Mr. Roselli was the lead lawyer on a number of multi-jurisdictional regulatory matters and advised the company on issues related to the sale or transfer of regulated assets, internal reorganizations, and affiliated interest transactions. He obtained the necessary state and FCC regulatory approvals associated with US WEST's planned sale of local exchanges in nine states and secured all the necessary state regulatory approvals required to complete the $7.05B sale of Dex, US WEST/Qwest's long-time directory publishing affiliate.
