William R. Layton has over eleven years of experience in the telecommunications industry and assists clients with regulatory, technology, and transactional matters. His clients include primarily wireless service providers and equipment manufacturers. Mr. Layton’s responsibilities include reviewing and drafting purchase and spectrum lease agreements. He also regularly interacts with engineers and in-house counsel regarding construction and operation of communications facilities in compliance with the Communications Act of 1934, as amended, and the FCC’s rules.
Mr. Layton has experience with many facets of telecommunications regulation, including the FCC’s Enhanced-911 deployment requirements, acquiring spectrum through FCC auctions and secondary market transactions, network outage reporting obligations, environmental rules applicable to tower siting, and rules applicable to specific licensed services such as cellular, broadband PCS, and common carrier microwave. In addition to his extensive experience with telecommunications, William has assisted clients with copyright and trademark registrations.
