Timothy J. Cooney possesses extensive experience in the representation of wireless, wireline and satellite carriers, as well as broadcasters. With 30 years of legal experience in telecommunications, mass media and administrative law, including the last 25 years in private practice, Mr. Cooney's expertise encompasses most areas of common carrier and private telecommunications. He has represented a wide range of end users of domestic and international telecommunications services and facilities, including online service providers, providers of information technology services, other enhanced service providers, broadcasters and diversified manufacturers. Before entering private practice, Mr. Cooney was an attorney with the Federal Energy Regulatory Commission.
Mr. Cooney is experienced in representing clients in their negotiations with carriers for satellite transponder leases, terrestrial capacity contracts, and indefeasible rights of use (IRU) agreements. In addition, he has conducted proceedings before the Federal Communications Commission and state regulatory bodies. Mr. Cooney also advises a wide range of enhanced service providers on the impact of FCC regulation of their business, including maintaining their status as unregulated entities.
