Robert G. Kirk has been advising clients on all aspects of commercial mobile radio service for more than a decade. He has participated in a wide variety of rulemaking and adjudicatory proceedings of interest to the wireless industry. Mr. Kirk regularly appears before the federal courts and the FCC and has worked to secure regulatory approvals for many of the largest mergers and transactions in the wireless industry.

Mr. Kirk is a recognized expert in regard to compliance with the FCC’s enhanced 911, customer proprietary network information, and do-not-call rules as well as general FCC enforcement matters. His experience ranges from defending clients against informal complaints to negotiating consent decrees with the FCC in formal complaint cases. He has substantial appellate experience and has served as an expert witness regarding wireless telecommunications.  Mr. Kirk also has conducted tutorials for a variety of clients with respect to U.S. regulations that impact wireless licensees and co-authored the Telecommunications Act Handbook, a Complete Reference for Business (Government Institutes, 1996), and Beyond the Telecommunications Act, A Domestic and International Perspective for Business (Government Institutes, 1998). During law school, he served as editor-in-chief of the George Washington Journal of International Law and Economics.
