Robert G. Morse has extensive experience in a variety of telecommunications matters, including wireless, common carrier, international, and related transactional issues. He has been a partner of the firm since 1996. Mr. Morse has conducted seminars on FCC wireless and international regulations and works with various wireless and wireline clients on license/authorization applications, tariffing, ongoing regulatory compliance matters, and on regulatory proceedings and developments at the FCC and other federal agencies. Mr. Morse has handled a variety of rulemaking and enforcement matters concerning a wide range of regulatory issues, including broadband/IP regulatory developments, E-911, CALEA, CPNI, Universal Service, disabilities access, and international services regulations, among others.
Mr. Morse is the author of “Note: European Union Mobile Telecommunications Policy and the Communications Act of 1934: Can Congress Avoid a Collision on the Information Superhighway?” which appeared in The George Washington Law School Journal of International Law and Economics in 1995. Prior to attending law school, he served as a legislative assistant for U.S. Representatives Wayne Owens (1991-1992) and Karen Shepherd (1993), both of Utah's Second Congressional District.
