Kenneth D. Patrich has been a partner with the firm since 1988 and has extensive experience representing telecommunications companies before the FCC. His practice has focused primarily on advising wireless telecommunications carriers, including several regional and nationwide operators.  On behalf of these entities, he has participated in virtually all rulemaking proceedings of relevance to the wireless industry since its inception.  As a result of his longstanding representation of a Regional Bell Operating Company, Mr. Patrich also possesses significant expertise in regulatory issues applicable to the wireline telecommunications providers.

Mr. Patrich has frequently appeared before the FCC and the United States Department of Justice to secure necessary approvals for numerous significant mergers and asset sale transactions involving telecommunications carriers, including some of the largest transactions on record.  He also has substantial experience in helping foreign entities obtain the requisite approvals from the FCC and the relevant federal agencies when these companies seek to acquire interests in domestic telecom companies.

Mr. Patrich has also assisted clients in a significant number of adjudicatory matters at the FCC and in federal courts.  He has been lead counsel for several large telecom companies, including two Regional Bell Operating Companies, in over a dozen formal and informal complaint proceedings, including matters related to resale and roaming.  His successes include obtaining a ruling from the FCC in the Orloff  proceeding that common carriers in a competitive industry need not treat all similarly situated customers the same.  That decision, which was later upheld by the courts, marked the first time common carriers were ever afforded this type of regulatory flexibility, giving them greater latitude to make business decisions based on market conditions.
