Michael Deuel Sullivan has nearly 25 years of experience representing a wide variety of clients in FCC and appellate litigation.  Much of his work centers on the intersection of new and old technologies and services, which results in challenging problems for clients seeking to move forward in a regulatory environment structured around the past. As a result, Mr. Sullivan regularly assists clients implementing new technologies in a changing regulatory environment through waivers, rule interpretations, and rulemaking proceedings. Mr. Sullivan also has extensive experience in FCC licensing and compliance matters and proceedings involving spectrum allocations and interference issues.  He frequently counsels clients in nontraditional uses of the telecommunications spectrum. In addition, Mr. Sullivan also assists broadband clients with issues concerning whether and how IP-based services are subject to regulation.

Prior to joining the firm, Mr. Sullivan was Chief of the FCC's Mobile Services Division, where he was responsible for the establishment and licensing of cellular service. He was also a litigator in the FCC General Counsel's office, where he handled a variety of complex telecommunications cases in the federal appellate courts. Before that, he was a staff attorney in the Mobile Services Division, where he authored key FCC cellular rulemaking decisions.
