WBK Proud to Announce Four Attorneys Promoted to Partner

Wilkinson Barker Knauer LLP (WBK) is pleased to announce that Josh Bercu, Sean Conway, Mark Wiranowski and Rachel Wolkowitz have been elevated to partners at the firm. "No press release is more personally fulfilling than one announcing the promotions of members of Team WBK,” said WBK Managing Partner Bryan Tramont. “These four rising stars of the bar typify the legal excellence, client service first and character that the Firm stands for. Our future is brighter because of the role they will play in it."

Playing a leading role in the Firm’s burgeoning privacy and cybersecurity practice, Josh advises clients on a variety of legal and policy issues related to data privacy, security and consumer protection. His work includes developing and executing advocacy strategies on behalf of industry trade associations and companies before the Federal Trade Commission (FTC), Federal Communications Commission (FCC) and National Telecommunications and Information Administration (NTIA), including on emerging topics like the Internet of Things and enduring ones like the Telephone Consumer Protection Act. Josh joined WBK in March 2011.

Sean advises clients on strategic, policy and legal matters before the FCC and related Executive Branch agencies. Prior to joining the firm, Sean served at the FCC as the Deputy Director of the Commission’s Office of Legislative Affairs. This capped a two-and-a-half year period during which he also served as a Legal Advisor to the Chief of the Wireless Telecommunications Bureau and as an Attorney Advisor in the Wireline Competition Bureau. While in the Wireline Competition Bureau, he was part of the team that modernized the E-rate program, the government’s largest educational technology program. Sean joined WBK in March 2017.

Mark represents emerging and established companies in corporate and commercial transactions in the energy, communications and information technology industries. Among utilities, developers, power marketers, commercial and industrial companies, and investors, Mark has quickly earned a reputation as an expert legal advisor on power purchase agreements and the development and acquisition of energy infrastructure, including wind, solar, battery and microgrid projects. Mark also represents carriers, infrastructure companies and emerging ventures in communications infrastructure and cutting-edge technology transactions. In 2017, Mark was named to the Colorado 2017 Super Lawyers® Rising Stars list. Mark joined WBK in April 2015.

Rachel helps clients understand and shape the regulatory process as they introduce new technologies into their businesses and onto the market. She helps technology and media companies, carriers and manufacturers comply with and develop FCC regulations related to accessibility, hearing aid compatibility, equipment authorization and marketing. She also guides clients with emerging legal and policy issues before the FTC, FAA and other agencies related to the Internet of Things, drones, privacy and consumer protection. Having been a client when in-house at a Microsoft and the Technology Association of America, Rachel appreciates the pressures in-house counsel face and leverages her experience into exceptional client service. Rachel joined WBK in May 2014.
