C. Sean Spivey Joins Wilkinson Barker Knauer as Partner in DC Office

WASHINGTON — Wilkinson Barker Knauer, LLP (WBK) is pleased to announce that C. Sean Spivey is joining the firm as a Partner in the Washington, DC, office. Sean comes to WBK after serving in several senior roles in government at both the Federal Communications Commission (FCC) and the National Telecommunications and Information Administration (NTIA).

Most recently, Sean served as Senior Policy Advisor in the Office of Spectrum Management at NTIA, where he helped develop the Biden-Harris Administration’s National Spectrum Strategy and assisted in managing the nation’s spectrum resources for both federal and commercial use. He joined NTIA after serving as Chief of Staff and Senior Counsel of the FCC’s Broadband Data Task Force, where he contributed to all facets of developing the National Broadband Map, a critical input to the nation’s once-in-a-generation investment in broadband connectivity. He also served as Wireless and International Advisor to FCC Chairman Ajit Pai.

Before joining the FCC, Sean worked in private practice in telecommunications, providing strategic counsel to Fortune 500 companies in regulatory and policy matters.

Sean received his J.D. from the Oklahoma City University School of Law and a B.A. in Political Science from St. Edward’s University.
