On January 5, 2015, Ray Gifford debated Illinois Commerce Commission Chairman Doug Scott regarding EPA’s proposed regulation of power plant carbon emissions under Section 111(d) of the Clean Air Act. 

The debate took place in Chicago, Illinois in front of large audience hosted by the Chicago Bar Association’s Energy, Telecommunications and Water Committee.
