Sean provides strategic counsel to communications and technology industry leaders anchored in his extensive experience serving in several senior roles in government.  Sean’s particular areas of focus include spectrum policy and management, broadband infrastructure investment and funding programs, and corporate transactions.

Sean’s expertise comes from serving in leadership roles across multiple administrations.  As Wireless and International Advisor to Chairman Ajit Pai, Sean helped to coordinate all facets of agency work on licensed and unlicensed spectrum allocation and service rules, international engagement on telecommunications issues, satellite and space policy, and spectrum auctions—among other issues.  Sean also served as Chief of Staff and Senior Counsel to FCC Chairwoman Jessica Rosenworcel’s Broadband Data Task Force, managing a cross-agency effort to implement the requirements of the Broadband DATA Act and improve the quality of data the agency collects on broadband availability throughout the country.  Sean additionally served as Senior Policy Advisor in the National Telecommunications and Information Association’s Office of Spectrum Management, where he assisted in the drafting, coordinating, and releasing of the Biden-Harris Administration’s National Spectrum Strategy.  Sean has served in several other roles in the FCC’s Wireless Telecommunications Bureau involving the preparation and release of numerous spectrum licensing, wireless infrastructure, and related decisions.

In addition to his time in government, Sean previously served as in-house counsel to a wireless trade association and worked as a Senior Associate in the communications practice of an international law firm.  When he isn’t working, you can probably find Sean at a SoulCycle class, a concert or on his couch enjoying some Prestige TV.
